Lieutenant General Richard Edward Nugee, CB CVO CBE (born 3 June 1963 in Hampstead), is a distinguished retired senior British Army officer who has leveraged his extensive military leadership and HR expertise into pioneering climate, sustainability, and veteran support roles. Commissioned into the Royal Artillery in 1985, he commanded the 40th Regiment during the Iraq War and served multiple operational tours in Northern Ireland, Bosnia, Kosovo, and Afghanistan—culminating in the role of Chief of Staff for ISAF's drawdown in Kabul in 2013–2014.

Promoted to lieutenant general in 2016, he held senior positions such as Defence Services Secretary (2015–2016) and Chief of Defence People (2016–2020), overseeing global HR functions for military personnel, civilians, and veterans, totalling millions 

In March 2020, Nugee was appointed to lead a comprehensive review of the UK Ministry of Defence’s climate change and sustainability strategy, producing a report that helped shape the department’s commitment to net-zero goals—a capstone to his military career before retiring in May 2021.

Since then, he has continued championing environmental resilience: serving as Non‑Executive Director for Climate Change and Net‑Zero at the MoD, advising on climate security at the Hague Centre for Strategic Studies, chairing sustainable energy ventures, and leading charitable causes—including as Chief Executive of the Scar Free Foundation and Patron of X‑Forces Enterprise.

Nugee’s array of honours—MBE (1998), CBE (2012), CVO (2016), CB (2020), and the U.S. Legion of Merit for service in Afghanistan—attests to his exceptional leadership across defence, personnel, and sustainability spheres.
